Miami-Dade police recaptured rape suspect Carlos Garay after he escaped in a police car last Thursday. Garay, 34, was initially arrested on Thursday, handcuffed and placed in a detective`s car. The car lacked a cage between the back seat and the front seat, and Garay managed to get to the driver`s seat and speed off.

Prosecutors in the Philippines have charged four U.S. soldiers with the rape of a 22-year-old Filipino woman, but have cleared two others who were accused.
